if an automatic state qualifier (region champion) doesn't enter the event at state, second place in that region would then become the automatic qualifier. if that swimmer had been a call-up, the 9th fastest time in the state would then become the 8th call-up.
if a call-up doesn't enter the event, the 9th fastest time becomes the 8th call-up.
