high school rules are pretty simple in cases like this.
in our district championship meets, maximum entries per team would be 4 per individual event and 1 per relay event.
high school swimming doesn't allow for exhibition swimming. while we occasionally allow non-scoring swims in duals (j.v. heats, etc.), unofficial swims shouldn't have shown up on district meet results.
meet information almost certainly had an entry deadline, after which absolutely no additions or changes (other than pre-meet scratches) would be allowed.
appears the meet referee and/or director took it upon themselves to decide which rules they'd foller and which they'd ignore.

And why were the teams allowed to enter so many in each event? I thought only 4 swimmers from each school were allowed......
